IP Proxy Changer downloads the proxies from elite-proxies.blogspot.com, which are updated every day and often several times a day. After downloading the proxies you can check them. The proxies are simply checked by connecting to whatismyip.com via the proxy.
This is not an accurate way to check how anonymous they are, but for simple Anonymous Web Surfing (if you're for example banned from a website/forum), it's good enough. you can free download IP Proxy Changer 1.0.183 now.
